What is a Regulatory Impact Statement?

A Regulatory Impact Statement (RIS) lists the potential impacts from proposed regulation. The requirement for a RIS was introduced in the late 1990s to improve the quality of regulation making by ensuring that regulatory proposals are cost-effective and justified.
All policy proposals submitted to Cabinet which result in government bills or statutory regulations must be accompanied by a RIS, unless an exemption applies.
